AS ELEIÇÕES municipais de outubro ainda reservam muitas surpresas. A falta de dinheiro, a proibição de doações de empresas, a redução no número de dias de campanha e um arsenal muito menor de material de campanha, são ingredientes que vão tornar o pleito ainda mais disputado.
No caso da escolha dos vereadores, as coligações ou partidos políticos que pretendem ter representantes na Câmara Municipal de Mairiporã terão que obter pelo menos 3.390 votos nas eleições de 2 de outubro. A estimativa do quociente eleitoral foi realizada pela reportagem do Correio, com base nos índices de abstenção e de votos nulos e brancos registrados nas eleições municipais de 2012, utilizados para uma projeção dos votos válidos que servirão de base para a distribuição de vagas no Legislativo. Segundo esta estimativa, as siglas terão que obter 249 votos a mais que nas últimas eleições municipais para alcançar o quociente que, em 2012, foi de 3.141 votos.
De acordo com a legislação brasileira, o cálculo do quociente eleitoral para a distribuição de cadeiras pelo sistema de representação proporcional é feito com base na divisão do número de votos válidos registrados durante o processo eleitoral, excluindo-se os votos nulos e brancos, pelas vagas a serem ocupadas no Legislativo, no caso 13. Em Mairiporã, segundo o Tribunal Superior Eleitoral (TSE), um total de 59.946 eleitores estão aptos a votar nas eleições de outubro. Caso se repita nesse pleito o índice de 17,79% de abstenção registrado nas eleições anteriores para vereador, esse número cai para 49.282 eleitores. Ainda tomando como base o índice total de votos nulos e brancos registrados em 2012 (11,77%), os votos considerados válidos cairiam para 44.082, que dividido pelas 13 vagas disponíveis na Câmara Municipal resultaria no quociente eleitoral de 3.390 votos.
2012 – Na última eleição municipal, dos 55.263 eleitores aptos a votar, 9.833 deixaram de comparecer. Dos 45.430 que foram às urnas, 4.595 votaram em branco ou anularam o voto para vereador, que resultou num total de 40.835 votos válidos para o Legislativo.
Pelo sistema de representação proporcional, os partidos e coligações que não atingirem o quociente eleitoral não têm direito a representação no Legislativo, mesmo que os candidatos obtenham boa votação. Isso explica a disparidade no número de votos obtidos pelos candidatos a vereador eleitos. Na eleição de 2012 o vereador mais votado em Mairiporã recebeu mais de 2 mil votos e o menos votado, que também conquistou uma cadeira, pouco mais de 500, enquanto outros candidatos com votações superiores, ficaram de fora.
Diferente – Escolher a composição Legislativa é diferente daquela que elege o chefe do Poder Executivo. A eleição para a Câmara deve preencher mais de um cargo, e por isso usa um sistema eleitoral diferente. Enquanto que para as vagas do Executivo em Mairiporã é eleito aquele que conseguir a maioria simples dos votos, na Câmara Municipal o cálculo é mais complexo. Exemplo prático: se um partido ou coligação receber 6.780 votos, quer dizer que ele conseguirá eleger diretamente dois de seus candidatos e então estas cadeiras serão preenchidas pelos candidatos mais votados dentro da lista daquele partido ou coligação.
Analistas políticos acreditam que nas eleições deste ano o eleitor tende a demonstrar insatisfação aindamaior, especialmente pelo momento vivido no país e deve aumentar não só a abstenção, como também o número de votos brancos e nulos. Nesse caso, o quociente eleitoral pode cair e beneficiar um maior número de partidos e coligações.
